SELIGMAN, Mo. – Nearly 27 years after 14-year-old Justin Hocutt was found dead on railroad tracks, investigators say they have solved one of southwest Missouri’s longest-running cold cases.

Barry County Sheriff Danny Boyd announced the arrests of Mark Wesley Scott, David Ray Scott and Bobby Ray Scott, each charged with first-degree murder in connection with Hocutt’s October 1999 death.

Justin was last seen alive around 3 a.m. on October 9, 1999, while visiting a neighbor’s home. Approximately 22 hours later, his body was discovered on nearby railroad tracks. Investigators determined early in the case that he had been killed elsewhere and his body had been placed on the tracks in what authorities believe was an effort to conceal the crime.

For decades, the case remained unsolved despite lingering suspicions within the community.

According to investigators, the breakthrough came after a renewed cold case investigation that combined new witness information with advances in forensic testing. Evidence collected years ago was resubmitted to the Missouri State Highway Patrol Crime Laboratory using modern forensic techniques, while investigators pursued fresh leads developed over the past several years.

Authorities now say the events leading to Justin’s death began inside the home where he had been visiting. The residence belonged to Harold Johnson, his girlfriend Brenda Scott and her teenage sons.

Investigators have confirmed an altercation occurred inside the home before Justin disappeared. Those inside the residence initially told investigators they woke the teenager, asked him to leave and watched him walk away alone.

Investigators have long questioned that account, noting that Justin lived next door and that the location where his body was found required climbing a steep, brush-covered railroad embankment – a route authorities believed made little sense for the teen to take voluntarily.

While prosecutors have filed murder charges, law enforcement has not yet publicly disclosed the motive for Justin’s killing.

The case has also been marked by years of tension between the Hocutt and Scott families. In 2001, Justin’s father, Timmy Hocutt, shot and wounded Mark and David Scott during a confrontation. That incident underscored the deep divisions surrounding a case that remained unresolved for decades.

Sheriff Boyd is expected to provide additional details, including investigators’ findings and the alleged motive, during a press conference scheduled for Tuesday, July 28.

For Justin Hocutt’s family, the arrests mark the first significant development in nearly three decades. Whether they ultimately bring justice will now be decided in court, but after 27 years, investigators say the search for accountability has entered a new chapter.
