Broome County closes out Friday with major developments involving immigration enforcement, a serious crash in Vestal, an attempted murder case in Binghamton, and the loss of a respected former police chief.
Public Safety
Binghamton Police have charged Dominic L. Rought, 23, with second-degree attempted murder following Thursday evening’s stabbing on Doubleday Street.
Police allege Rought stabbed a 44-year-old man four times during a verbal dispute, striking him in the neck, chest, armpit, and back. The victim underwent emergency surgery and remains in critical but stable condition.
Rought was arraigned Friday in Binghamton City Court and remanded to the Broome County Correctional Facility.
The Broome County Sheriff’s Office also reported the felony arrest of Rayner A. Casilla, 30, of New Jersey, following a targeted traffic stop in Kirkwood. Casilla faces three counts of criminal possession of a controlled substance with intent to sell.
All defendants are presumed innocent unless and until proven guilty in court.
Serious Crash in Vestal
Emergency crews and Vestal Police responded Friday evening to a major head-on collision involving two vehicles on Route 26 between Foster Road and West Sheedy Road.
Multiple injuries were reported, and initial information indicated that one passenger may have been ejected from a vehicle. Route 26 remained blocked while investigators conducted crash reconstruction.
Drivers were urged to avoid the area and use alternate routes.
Local Government
Governor Kathy Hochul has demanded that the Broome County Sheriff’s Office terminate its federal 287(g) immigration enforcement agreement by August 25.
The agreement allows specially trained local officers to perform certain immigration enforcement duties in cooperation with federal authorities. The governor’s demand follows changes under newly enacted state law and is expected to create further debate between state officials and Broome County leadership.
Active Warrant Search
The Broome County Sheriff’s Office is asking for the public’s assistance in locating Joseph Barreca, who is wanted on an outstanding warrant connected to a grand larceny probation violation.
Authorities say Barreca is known to frequent the Susquehanna Street corridor in Binghamton. Anonymous tips may be submitted to the Sheriff’s Tip Line at 607-778-1196.
Traffic and Development
A $4.5 million bridge repair project is now underway along State Route 17.
Motorists traveling through the corridor should prepare for significant daytime delays, lane restrictions, and changing traffic patterns while the work continues.
Community Remembers John Butler
The community is mourning the death of former Binghamton and Vestal Police Chief John Butler, who passed away at age 74 following a battle with cancer.
Butler is being remembered for his many years of dedicated service to local law enforcement and the communities he served.
Housing Crisis
Community pressure continues over emergency housing conditions and motel placements following recent housing instability and the deadly Knights Inn fire in Endwell.
Residents, advocates, and local officials continue discussing stronger oversight, safer emergency placement standards, and broader reforms addressing the shortage of secure and affordable housing throughout Broome County.
Weather
Conditions are clear and calm tonight across Broome County, with a temperature near 63 degrees, a light south wind, and humidity around 77 percent.
Temperatures will gradually fall into the middle 50s by early Saturday morning.
Saturday will be sunny with a high near 81 and a nighttime low around 57.
Sunday will be partly sunny and warm with another high near 81.
Humidity increases Monday, with scattered afternoon thunderstorms possible and rain chances rising into the evening.
Community Prayer Request
Tonight we ask our community to keep missing children locally in your prayers.
We also remember former Binghamton and Vestal Police Chief John Butler, his family, his loved ones, and the members of the Vestal Police Department mourning his loss.
May the missing children be found safe. May their families be surrounded by strength, comfort, and hope. May Chief Butler’s family and the Vestal Police Department find peace, support, and strength in the days ahead.
Amen.
That’s all, folks. Goodnight.
